I think that, rather than being the Washington Monument, this is actually an obelisk that stands in Central Park in New York. It's one of a pair of three-thousand-year-old obelisks, one of which was given by Egypt to the USA, and the other to Britain, to celebrate the opening of the Suez Canal.
